Custom Bear Spray Manufacturing
From Formulation to Shelf-Ready Canister
SOHAPI has been running OEM and ODM bear spray programs since 2010. Whether you're bringing your own design or selecting from our existing configurations, we handle the development, production, and export documentation under one roof.

OEM vs. ODM: Which Model Fits Your Program
These two terms get used interchangeably, but they describe different collaboration structures — and the right one depends on what you're bringing to the table.
OEM — Original Equipment Manufacturing
You provide the formulation spec, the canister format, the label artwork, and the regulatory requirements for your target market. We manufacture to your specification.
This model suits buyers who already have a brand identity, a product spec, and a compliance team — you need a factory that can execute reliably at volume, not one that's going to redesign your product.
- Formulation specification
- Canister format & size requirements
- Label artwork (vector format)
- Regulatory requirements for target market
- Compliance team on your side
ODM — Original Design Manufacturing
You start from our existing product configurations. We have a range of proven formulations, canister formats, and spray pattern options already in production. You select the configuration that fits your market, apply your branding, and we produce it under your label.
This model gets you to market faster — no formulation development cycle, no tooling lead time, no regulatory unknowns on a new formula. Most buyers entering a new market or launching a first SKU start here.
- Faster time to market
- No formulation development cycle
- No tooling lead time on standard formats
- No regulatory unknowns on proven formula
- Ideal for first SKU or new market entry
A buyer might start with an ODM base formula and request a concentration adjustment, or take our standard canister format but supply their own label design and packaging spec. We handle hybrid programs regularly — the distinction matters for scoping the development work, not for drawing a hard line on what we'll do.
What You Can Customize — and Where the Limits Are
This is the section most buyers actually need before they send an inquiry. Here's what we can and can't do, by dimension.
Formulation & Active Concentration
Our standard formulations run at 1.0%, 1.3%, and 2.0% Major Capsaicinoids (MC) — the three concentration tiers that cover most regulatory ceilings across North America, Europe, and the Middle East. We can adjust concentration within those tiers or develop a custom concentration for markets with specific regulatory requirements. Carrier chemistry and propellant ratio can also be adjusted to hit specific viscosity and spray pattern targets.
What we won't do: We won't formulate below the minimum effective concentration for bear deterrence, and we won't produce a formula that doesn't pass our internal efficacy baseline. Very low-concentration products positioned as "bear spray" create liability exposure for your brand, not just ours — we decline those requests.
Canister Format & Size
These cover the range from personal carry to ranger/guide use. Custom canister sizes are possible but require tooling lead time and a minimum run volume to justify the tooling cost.
Non-standard formats: Typically require 5,000+ units to justify tooling cost. For most buyers, one of the three standard formats fits the application.
Spray Pattern Configuration
Three configurations are in active production. Each uses a different valve and actuator assembly. Switching configurations on an existing canister format is straightforward — it's a valve change, not a reformulation.
Label, Packaging & Regulatory Text
Full private-label capability. You supply the artwork; we handle print production and application.
Practical note: Label artwork must be supplied in vector format (AI or EPS), and regulatory text must be confirmed before we go to print. We've had orders delayed because a buyer's legal team approved the text after the label was already printed — build that review into your timeline.
Branding on Canister Body
Beyond the label, the canister body itself can carry your brand. We support shrink-sleeve application across all three standard formats, and direct canister printing for higher-volume programs where per-unit cost justifies the setup.
Color matching is done against Pantone references. If your brand standards require a specific canister color, supply the Pantone code in your brief — we'll confirm achievability before the program is scoped.
What We Don't Customize
Hard limits — not negotiating positions
Regulatory Landscape by Market
Bear spray sits at the intersection of pesticide law, aerosol transport regulation, and import controls. The rules differ significantly by market. Here's what matters for each major region.
Bear spray is not classified as a weapon in most EU jurisdictions when sold as wildlife deterrent — but the distinction is enforced at the country level. Confirm import classification with your customs broker before placing an order for EU distribution.
We manufacture to a compliant standard and provide documentation. Import clearance, in-country registration, and end-market compliance are the buyer's responsibility. We've worked with buyers in over 30 countries and can advise on what documentation has been required in specific markets — but we're not your customs broker or regulatory counsel. Build that expertise into your distribution setup before you place an order.
The Collaboration Process, Step by Step
Buyers who've never run an OEM program with an overseas factory often have the same concern: "I don't know what I'm agreeing to until I'm already in it." Here's the full process, so you know exactly what each stage involves before you start.
Week 1
Requirements Discussion
You tell us what you need: target market, regulatory requirements, desired concentration, canister format, spray pattern, packaging spec, and target retail price point. We tell you which of our existing configurations is the closest match, what development work (if any) is required, and what the MOQ and pricing look like for your volume.
This conversation usually takes one or two exchanges — we've done enough of these to ask the right questions upfront.
Not sure about spec details? We can work from a reference product or a target market regulatory document and build the spec from there.
What you bring to this stage
- Target market & regulatory requirements
- Desired concentration & canister format
- Packaging spec & target retail price point
- Reference product or regulatory document (optional)
Week 1–2
Quotation & NDA
Once the spec is clear, we issue a formal quotation covering unit price, tooling costs (if applicable), sample costs, and lead time.
If you're sharing proprietary formulation data or brand assets, we sign an NDA before any confidential materials change hands.
Formal quotation covers
- Unit price at your volume
- Tooling costs (if applicable)
- Sample costs
- Lead time
NDA turnaround: 2–3 business days. We sign before any confidential formulation data or brand assets change hands.
Weeks 2–6
Sample Development
For ODM programs using an existing configuration, we can ship samples within 1–2 weeks — the formula and tooling are already in place, we're just running a small batch with your label.
For OEM programs with custom formulation, the development cycle runs 4–6 weeks from spec confirmation to approved sample. That range depends on how many iteration cycles the formulation requires — buyers with a clear regulatory target and a reference product move through faster.
ODM — Existing Config
Samples ship in 1–2 weeks
OEM — Custom Formulation
Development cycle 4–6 weeks from spec confirmation
Iteration cadence: We ship 3–5 samples per development round. You test them, provide feedback, and we iterate. Most programs reach sample approval in 1–2 rounds.

Sample Approval & Production Deposit
Once you approve the sample, you sign off on the production spec and submit the production deposit (typically 30%). This locks your production slot and triggers material procurement.
We don't start production without a confirmed spec and deposit — it protects both sides.
Mass Production & In-Process QC
Standard production runs 25–35 days from deposit for ODM programs. Custom OEM programs add the development cycle on the front end.
Our QC team runs a three-checkpoint inspection process on all orders:
-
Post-fill gravimetric check
-
Post-crimp water bath leak test
-
Post-label compliance check
You receive a production update at the midpoint and a pre-shipment inspection report before the container is loaded. The midpoint update is proactive — buyers managing import timelines need the data to plan receiving logistics.
Pre-Shipment Inspection & Documentation
Before the container loads, we run a final inspection on a random sample from the finished lot:
The inspection report goes to you before shipment confirmation. If you require a third-party pre-shipment inspection (SGS, BV, or similar), we coordinate access — flag it at order confirmation so we can schedule it into the timeline.
Export Documentation Included
Shipment & After-Sales
We ship FOB from our port. Bill of lading and full shipping documentation are provided within 48 hours of vessel departure.
Ocean Leg Lead Times
Direct post-sale support
After delivery, we're reachable for any quality questions. If a batch issue surfaces after arrival — which is rare given the 100% leak testing and pre-shipment inspection — we investigate against the batch record and resolve it directly. We don't route post-sale issues through a customer service queue.
End-to-End Process
From inquiry to delivery, every step is documented.
Spec sheets, batch records, QC reports, and shipping documentation are issued at each stage. You have a complete paper trail before the container leaves port.

MOQ, Lead Times, and What Affects Both
Predictable timelines start with understanding which variables are on the factory side and which are on yours. Here's the full picture.
Standard Program

Sample Lead Time
4–6 weeks from spec confirmation
Production Lead Time
25–35 days from sample approval + deposit
What Moves Lead Time Up or Down
The factory side of the timeline is predictable. The buyer side is usually where delays happen.
Order Volume
Larger runs take longer to fill. Plan your timeline against your full order quantity, not just the MOQ.
Formulation Complexity
More iteration cycles mean longer development. Complex custom formulations require additional R&D rounds before production approval.
Packaging Complexity
Custom blister tooling adds 1–2 weeks to the timeline. Standard packaging formats move faster.
Regulatory Text & Label Artwork
Approval on your end is the most common source of delay. Getting your regulatory text and label artwork finalized early keeps the schedule on track.
Multi-SKU Consolidation
For buyers ordering across multiple SKUs, we can consolidate into a single shipment with separate lot documentation per SKU. That simplifies your receiving process and reduces your per-unit freight cost.
Intellectual Property Protection
OEM programs involve your formulation data, your brand assets, and sometimes your market positioning strategy. Here's how we handle that.
NDA Before Any Disclosure
We sign NDAs before any confidential materials are shared — formulation specs, label artwork, pricing structures, or market information. The NDA covers our staff, our subcontractors, and our R&D team.
Mold & Tooling Ownership
Any tooling developed specifically for your program — custom canister format, custom actuator cap — is owned by you after the tooling cost is paid. We store it here and use it exclusively for your orders. We don't run other buyers' products through your tooling.
Restricted Formulation Data Access
Formulation data for custom OEM programs is stored in a restricted-access system. Our R&D team works on a need-to-know basis — the people developing your formula aren't the same people handling your competitor's program.
No Resale of Your Formula
We don't sell your product under our own brand or supply your formula to other buyers. If you want that in writing beyond the NDA, we can include it in the supply agreement.

The Commercial Incentive Is Straightforward
We've been running OEM programs long enough to know that a supplier who leaks your formula to a competitor loses both accounts. Protecting your IP isn't just an ethical position — it's the only commercially rational one.
Every protection listed here can be formalized in your supply agreement. If your legal team has specific language requirements, we work with that.
Everything in Writing
NDA, tooling ownership, formulation exclusivity, and no-resale clauses can all be incorporated into a formal supply agreement. We don't rely on handshake arrangements for IP-sensitive programs.
Market Segments Where OEM Bear Spray Programs Perform
Understanding where your buyers are helps you spec the right product. Here's where our OEM customers are finding volume.

Outdoor Retail Distribution
Sporting goods chains and outdoor specialty retailers in North America and Europe carry bear spray as a category staple. Buyers in this segment typically run 2–4 SKUs — a standard retail canister, a larger guide-size canister, and sometimes a training unit — under their house brand.
Annual reorder volumes run 5,000–20,000 units per SKU for established distributors. This segment has grown consistently — the outdoor recreation market has expanded the addressable buyer base beyond traditional hunting and hiking.

Park & Wildlife Management Supply
National parks, provincial parks, and wildlife management agencies in North America and Scandinavia procure bear spray in bulk for ranger and visitor programs. These buyers need specific concentration levels (typically 1.3–2.0% MC), specific canister sizes for holster compatibility, and full regulatory documentation.
MOQs run higher — 10,000+ units per order — but the procurement cycle is predictable and the reorder rate is high.

Safety Equipment Wholesalers
Distributors supplying industrial safety, mining, forestry, and oil & gas operations in bear country carry bear spray as part of their personal protective equipment catalog. These buyers value SKU consolidation — they want to source bear spray from the same supplier as their other safety products.
Catalog anchor opportunity: your private-label program can anchor a broader catalog relationship with safety equipment distributors already serving bear-country operations.

Training & Institutional Programs
Law enforcement agencies, wildlife management training programs, and outdoor education organizations buy inert training bear spray in volume for drill and familiarization use. Our training bear spray line is available for OEM programs with the same customization options as the live product — same canister format, same label capability, inert fill.
Procurement cycle: institutional buyers in this segment often run annual procurement cycles with predictable volume — a reliable reorder base for established OEM programs.
Why Buyers Run OEM Programs Through SOHAPI
The short version: we're a dedicated bear spray factory, not a general aerosol house that added bear spray to the catalog. Every process on this floor — formulation, filling, QC, documentation — was built around this product category.
In-House R&D — No Third-Party Lab Dependency
Custom formulation work doesn't depend on a third-party lab's schedule. Our in-house R&D team handles formulation development directly, which means faster iteration and tighter control over your spec.
8 Production Lines, 500,000-Unit Annual Capacity
Your program has a dedicated production slot. A 5,000-unit OEM run doesn't get bumped because a larger order came in. The capacity structure means your timeline is protected regardless of what else is running on the floor.
100% Water Bath Leak Testing — Every Unit
Every canister in your shipment has been individually tested, not sampled. Water bath leak testing is applied to 100% of production output — not a statistical sample — so your downstream customers receive product that has passed inspection at the unit level.
Export Documentation Infrastructure
Dangerous goods classification, market-specific regulatory text, third-party audit support — your import clearance process starts with a complete file. We've built the documentation infrastructure specifically for cross-border bear spray shipments.

Operating Since 2010
The OEM programs we run today are more complex than what we were doing in the early years, but the core discipline is the same: build the product to spec, test every unit, ship on time, document everything. That's what your downstream customers are counting on when they put your brand on the canister.
When you run an OEM program here, your product isn't competing for line time with unrelated aerosol products. Every process on this floor was built around bear spray.
Quality Certifications & Inspection Process
For a full picture of our quality certifications and inspection process, see our Certifications & Compliance page.
What This Means for Your Program
Bear spray is not a line extension for us. It's the only product category we manufacture. Your program benefits from process depth that a general aerosol house can't replicate.
With 8 production lines and 500,000-unit annual capacity, your production slot is protected. Smaller OEM runs don't get displaced by larger orders.
Your import clearance process starts with a complete file — dangerous goods classification, market-specific regulatory text, and third-party audit support included.
Frequently Asked Questions
Practical answers to the questions buyers ask most before committing to a bear spray OEM program.
What is the minimum order quantity for a bear spray OEM program?
For ODM programs using our existing configurations, MOQ is 1,000 units per SKU. For custom OEM programs with formulation development or non-standard canister formats, MOQ is 3,000 units per SKU.
These minimums reflect the production economics — below 1,000 units, the line setup cost per unit makes the pricing unworkable for most buyers. If you're evaluating a new market and want to test before committing to a full run, we can discuss a sample order first.
How long does it take from first contact to first shipment?
For an ODM program with an existing configuration: sample approval in 1–2 weeks, production 25–35 days from deposit, plus ocean freight. Total from first contact to delivery is typically 8–12 weeks depending on your destination.
For a custom OEM program with formulation development: add 4–6 weeks for the development cycle. The variable is usually how quickly you can get regulatory text and label artwork approved on your end — that's the step that most often extends the timeline.
What capsaicin concentration levels can you produce?
Our standard production runs at 1.0%, 1.3%, and 2.0% Major Capsaicinoids. These cover the regulatory ceilings for North America (EPA ceiling: 2.0% MC), the EU, and most Middle Eastern markets.
Custom concentrations within these tiers are possible for buyers with specific regulatory requirements. We can provide the formulation documentation needed for your market's registration process.
Do you accept third-party pre-shipment inspections?
Yes. We support SGS, Bureau Veritas, Intertek, and other third-party inspection agencies.
Flag the requirement at order confirmation so we can schedule the inspection into the production timeline — a last-minute inspection request can delay shipment by 3–5 days if the inspector isn't already booked.
What file formats do you need for custom label artwork?
Vector files: Adobe Illustrator (AI) or EPS, with fonts outlined. We can work from a PDF if it's print-ready, but AI/EPS is preferred.
For buyers who don't have an in-house design team, we can produce label artwork from a brief — logo, regulatory text, and brand color spec — for a modest design fee. Regulatory text (EPA registration number, bilingual requirements, hazard statements) needs to be confirmed by your compliance team before we go to print.
Can you produce bear spray under our brand without disclosing SOHAPI as the manufacturer?
Yes. Private-label programs are standard — your brand appears on the canister, the packaging, and the shipping documentation. SOHAPI's name does not appear on the product unless you want it to.
We sign NDAs covering the manufacturing relationship, and we don't list OEM customers publicly.
