Bear Spray Certifications
& Quality Compliance
ISO 9001:2015, CE, and SGS certified bear spray manufacturer — documentation ready for your import process. Every certification we hold maps to a real inspection process running on the production floor. This page walks through what we're certified to, what that means for your target market, and how our QC system is structured underneath those credentials.
Our Certification Inventory
We hold three certifications that cover the quality management system, European market access, and third-party audit verification. Here's the full picture.
ISO 9001:2015
QMSIssuing Body: International Organization for Standardization
Scope: Full quality management system
Documented procedures, process control, corrective action, and continuous improvement across all production lines.
CE
EU MarketIssuing Body: European Conformity
Scope: Product compliance for EU market access
Confirms our bear spray products meet EU health, safety, and environmental requirements for import and sale within the European Economic Area.
SGS
Third-PartyIssuing Body: SGS Group
Scope: Third-party factory audit and product testing
Independent verification of our manufacturing processes and product quality; audit reports available on request.
How These Three Certifications Work Together
ISO 9001:2015
Governs how we run the factory — the documented system behind every process.
CE
The market access credential your EU buyers need at customs.
SGS
The independent third-party verification that backs both of them up when your compliance team asks for documentation they didn't generate themselves.
Certification documents are available on request. If you need specific certificates for your import file, supplier qualification process, or customer-facing documentation, contact us and we'll send the relevant files directly.
What ISO 9001:2015 Actually Controls on Our Floor
ISO 9001:2015 is a quality management system standard — it defines how a factory documents, monitors, and improves its processes. The certification itself doesn't tell you much. What matters is what the system controls.
At SOHAPI, ISO 9001:2015 governs four operational areas that directly affect your order quality:

Document Control & Batch Traceability
Every production run generates a batch record that ties raw material lot numbers to finished product. If a quality issue surfaces after delivery, we can trace it back to the specific incoming batch, the production date, and the line it ran on. We've used this exactly twice in 15 years — both times we identified the root cause within 24 hours and issued corrective action before the next run.
Supplier Qualification & Incoming Material Control
Our capsaicin concentrate, propellant, and valve components all come from qualified suppliers on an approved vendor list. New suppliers go through a qualification process before their materials enter production. This isn't a formality — capsaicin concentration variance at intake is the fastest way to produce a non-compliant finished product, and we've seen what happens when factories skip this step.
In-Process Inspection Checkpoints
The standard requires defined inspection points with documented pass/fail criteria. We run three:
- Post-fill gravimetric check
- Post-crimp leak test
- Post-label compliance verification
Each checkpoint has a documented procedure, a trained inspector, and a non-conformance protocol. If a checkpoint fails, the line stops — not the batch, the line.
Corrective & Preventive Action (CAPA)
When something goes wrong, ISO 9001:2015 requires a documented root cause analysis and a corrective action that closes the gap. We run CAPA on every non-conformance above a defined threshold. The records are part of our audit file and available to buyers who want to review our quality history.
The practical result
Your order runs against a documented process, not tribal knowledge. If your quality team audits us, they'll find a paper trail for every decision.
CE Compliance for European Bear Spray Distribution
CE marking is the entry credential for selling bear spray into the European Economic Area. If your customers are in Germany, France, the Netherlands, Scandinavia, or anywhere else in the EEA, your supplier's products need CE marking — and the technical file behind it needs to hold up to scrutiny.
What Our CE Certification Covers
Our CE certification covers the bear spray product range we manufacture — the pressurized aerosol canister, the valve and actuator assembly, and the capsaicin-based formulation. The conformity assessment addresses the relevant EU directives for pressurized aerosol dispensers, including requirements around pressure vessel integrity, labeling, and hazardous substance classification.
Pressurized Canister
Aerosol vessel integrity per EU pressure directives
Valve & Actuator
Assembly conformity for dispensing mechanism
Capsaicin Formulation
Hazardous substance classification and labeling
What This Means for Your Import Process
CE-marked products from SOHAPI arrive with the documentation your EU customs broker needs. We can provide the Declaration of Conformity for your import file. If your buyer or distributor requires additional technical documentation, we work through that on a per-order basis — it's a standard request and we're set up to handle it.
Declaration of Conformity available on request. We provide this document directly for your import file. Additional technical documentation can be arranged per-order for buyers or distributors with specific requirements.
EU Member State Concentration Limits
One practical note on CE and bear spray specifically: the active ingredient classification and concentration limits vary by EU member state. We've shipped to buyers across the EEA and have worked through the regulatory nuances for the major markets.
If you're entering a new EU market and need guidance on what concentration ceiling applies, that's a conversation worth having before you finalize your order spec.

SGS Third-Party Audits: What Buyers Can Request
SGS is the world's largest inspection and testing company. When we say we're SGS-audited, it means an independent third party has walked our facility, reviewed our processes, and issued a report that isn't written by us.

Plan Ahead on Audit Timing
If you need a fresh SGS audit report for a specific procurement cycle, let us know early in the conversation. Scheduling third-party audits takes lead time, and we'd rather plan for it than rush it.
Who Requires Third-Party Factory Verification
For buyers whose procurement process requires third-party factory verification — which is standard for major North American and European retailers and distributors — SGS audit reports are available on request. We don't publish them publicly, but we provide them to qualified buyers as part of the supplier onboarding process.
SGS Audit Scope
The SGS audit scope covers our manufacturing facility, production processes, quality management system, and product testing. If your compliance team has specific audit requirements, we can discuss what's in scope and what additional testing can be arranged.

The QC Process Behind the Certifications
Certifications tell you a factory has a system. The inspection process tells you what that system actually does. Here's how quality control runs at SOHAPI from raw material intake to outbound shipment.
Incoming Material Inspection
Three inputs get inspected before they touch the production floor: capsaicin concentrate, propellant, and valve components.
Capsaicin Concentrate — Every Batch
Tested on every incoming batch using HPLC (high-performance liquid chromatography) to verify active compound concentration. Not statistical sampling — every batch. A concentration variance that slips through intake produces a non-compliant finished product across the entire run.
Propellant Purity
Verified against the supplier's certificate of analysis, with spot-check testing when variance appears in the CoA data.
Valve Components — Dimensional Check
Checked against approved specifications. Valve tolerances directly affect crimp integrity and leak performance — this step is not skipped.
Quarantine policy: Any incoming lot that fails inspection is quarantined and returned to the supplier. It does not enter production.
In-Process Inspection: Three Checkpoints
Post-Fill Gravimetric Check
Filling lines run automated gravimetric control — every canister is weighed during fill and the fill weight is logged. Tolerance: ±1g of target weight. Canisters outside tolerance are pulled from the line automatically. This system was rebuilt early in SOHAPI's history after fill weight drift caused field failures; it has been the backbone of QC since.
Post-Crimp Leak Test — 100% Units
Every crimped canister goes through a water bath leak test before moving to labeling. Every unit — not a statistical sample, every unit. The water bath catches valve crimp failures, body seam defects, and actuator seal issues. A leaking canister is a liability issue in your supply chain; 100% testing is the only way to close that risk.
Post-Label Compliance Verification
Before packaging, each canister goes through visual inspection and barcode scan to verify label placement, regulatory text completeness, and SKU accuracy.
North America Orders
EPA registration text and bilingual requirements verified
EU Orders

Final Outgoing Inspection
Before a finished lot ships, the QC team pulls a random sample and runs three tests:
Spray Pattern Verification
Discharge Rate Measurement
Label Compliance Check
Spray pattern and discharge rate are tested against the product specification. If the sample fails, the lot is held and the issue is investigated before release.
Batch documentation ships with your order. The outgoing inspection record is included. If your receiving team runs incoming inspection, they'll have our test data to compare against.

Bear Spray Compliance by Export Market
SOHAPI ships to North America, Europe, the Middle East, and Southeast Asia. Each market has its own compliance framework for bear spray. Here's how our certifications and documentation map to the major markets we serve.
North America
United States & Canada
Bear spray sold in the US is regulated by the EPA under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). EPA registration is required — this is a product-level registration, not a factory certification, and it is typically held by the brand owner or importer, not the manufacturer.
Bear spray is regulated under the Pest Control Products Act. Similar to the US, registration is held by the importer or brand owner. SOHAPI manufactures to the specifications your registration requires.

A note on regulatory timelines
If you are entering a new market and need to initiate a product registration, plan for lead time on the regulatory side — EPA registration in the US, for example, typically takes 12–18 months. SOHAPI can support your registration file from day one, but the timeline is set by the agency, not the manufacturer. We recommend starting the regulatory process in parallel with your sourcing process, not after it.

Common Questions on Bear Spray Certifications and Compliance
Answers to the questions procurement teams and compliance officers ask most often when qualifying a bear spray manufacturer.
Does your CE certification cover all bear spray products you manufacture?
CE certification covers the pressurized aerosol products in our bear spray range — the standard canister formats, foam-dispersal variants, and stream configurations. If you're ordering a custom formulation or a new canister format, we'll confirm CE coverage as part of the product development process. For most standard orders, the existing CE certification applies.
Can you manufacture to EPA registration specifications for the US market?
Yes. EPA registration for bear spray is held by the brand owner or importer, not the manufacturer. We manufacture to the concentration and formulation specifications your registration requires and provide the manufacturing documentation that supports your regulatory file. If you're building a new EPA registration, we can work through the specification requirements with you.
What bear spray concentration levels do you manufacture to?
We manufacture across a range of capsaicin concentrations depending on the target market's regulatory ceiling and the buyer's product specification. North American bear spray typically runs at 1–2% Major Capsaicinoids (MC). EU markets have varying limits by country. We'll confirm the concentration specification for your target market before finalizing the formulation — this is a standard part of our order intake process.
Do you support third-party factory audits beyond SGS?
Yes. We support buyer-arranged third-party audits from other recognized inspection bodies. If your procurement process requires a specific auditor or audit protocol, contact us to schedule. We ask for reasonable advance notice to coordinate access and documentation.
What documentation do you provide for dangerous goods shipping compliance?
Bear spray is classified as a dangerous good (pressurized aerosol, flammable) for international shipping. We provide DOT classification documentation for North American shipments, ADR compliance documentation for European road freight, and IATA dangerous goods packaging certification for air freight. This documentation is prepared per shipment and included in your shipping file.
